 Reps order Wale Edun to withdraw 2025 budget implementation document

The House of Representatives Committee on Appropriation has ordered the Minister of Finance and Coordinating Minister of the Economy, Wale Edun, to immediately withdraw the operational guideline for the 2025 national budget.

According to Leadership, the directive concerns a document titled “Operational Process for the Implementation of Year 2025 Budget”, which lawmakers insist must be withdrawn no later than Friday, September 12, 2025.

In addition, the Committee instructed Edun to formally communicate the withdrawal to all Ministries, Departments, and Agencies (MDAs) to ensure strict compliance.

The letter, signed by Committee Chairman Abubakar Kabir Abubakar and titled “Transmission of Resolution on Withdrawal of Operations Process for Year 2025 Budget,” followed a stormy joint session held on Wednesday between the Committee, Edun, the Minister of Budget and Economic Planning, the Director-General of the Budget Office, and the Accountant-General of the Federation.

“At the session, the Committee unanimously resolved — with your concurrence — that the document titled ‘Operational Process for the Implementation of Year 2025 Budget’ (pages 7, 8 attached) should be formally withdrawn not later than Friday, 12th September 2025, with due notification to all MDAs,” the letter stated.

The lawmakers insisted on removing the two pages from the budget document, arguing that the procedures outlined were inconsistent with the established appropriation framework.

They also directed the minister to acknowledge receipt of the resolution and confirm compliance.

The development comes amid the federal government’s ongoing nationwide sensitisation campaign for the 2025 budget, led by the finance and budget ministries to raise stakeholder awareness of fiscal priorities.

Wednesday’s heated engagement between Edun and the Committee underscored growing tensions over budgetary control and implementation procedures.

With this resolution, lawmakers appear determined to assert parliamentary oversight in the execution of the 2025 fiscal plan.
