The Federal Government has officially launched the Dual Mandate Policy across all Federal Colleges of Education, marking the start of a new era in teacher training following the passage of the Federal Colleges of Education Act, 2023.

In a statement issued by the Director of Press at the Federal Ministry of Education, Folasade Boriowo, it was announced that the new law—signed by President Bola  Tinubu—grants the colleges authority to simultaneously offer the Nigeria Certificate in Education (NCE) and Bachelor’s Degrees in Education.

The move is being hailed as a transformative step in Nigeria’s efforts to reform teacher education.

Speaking at the policy’s official rollout in Abuja, Minister of Education, Dr. Tunji Alausa, described the initiative as both bold and forward-thinking.

“The Dual Mandate Policy represents not just a reform but a revolution in teacher preparation — enabling FCOEs to offer both NCE and Bachelor’s degrees. This initiative empowers institutions, broadens access, and enhances the quality of classroom instruction across Nigeria,” Alausa said.

Under the Act, Federal Colleges of Education that fulfill the requirements set by the National Universities Commission can now award both qualifications. The policy opens the door for institutions of varying ages to benefit, as long as they meet the necessary standards.

The Minister highlighted the significance of the policy in boosting the qualifications of teachers to better meet the changing needs of the education system. He noted that it offers an alternative path to earn education degrees outside of the conventional university setting, thereby widening access to higher education.

According to Alausa, the Dual Mandate addresses several pressing challenges at once, including declining enrollment rates, the risk of institutional redundancy, and the dependence on university affiliations to award degrees.

The policy also grants Federal Colleges of Education greater independence in designing and delivering their curricula, positioning them to adapt more effectively to new developments and demands in the teaching profession.

Reaffirming the government’s dedication to educational reform, Alausa added: “No nation can rise above the quality of its teachers. This policy strengthens the foundation of our education system—ensuring that every teacher is trained, qualified, and prepared.”

The inclusion of qualified Federal Colleges of Education in the Dual Mandate Programme represents a critical step in enhancing Nigeria’s education landscape.
